[FIXED] Transfer Rate Limiting seems bugged

since I use on a LAN more often than not I can reach very high speeds but when I set the global limiter on 50000 KiB/s or 500000 KiB/s it won't go over 5MiB/s however when I set it to 0 I immediately shoot to 80+ MiB/s so clearly the limiter seem to have some issue regarding higher speeds.

tested with 3.21 on a Win10 x64.

Yeah, I can confirm that it doesn't work correctly

The bandwidth limiting code taken from DC++ doesn't seem to work correctly with multiple (unbalanced) connections. I've restored AirDC++ to use bandwidth limiting code from StrongDC++ so this issue should be fixed in the next version.
